ISLAMABAD — October 30, 2026 — Power sector consumers across Pakistan are likely to face severe financial strain during December, January, and February as surging international fuel prices and seasonal generation constraints threaten to significantly inflate electricity bills.

Projected Fuel Price Adjustments (FPA) to Rise Up to Threefold

According to authoritative Power Division sources, Fuel Price Adjustments (FPA) charged on monthly electricity tariffs are expected to escalate two to three times during the upcoming three winter months.

Higher global prices for key energy commodities—including Liquefied Natural Gas (LNG) and coal—are steeply driving up power generation costs across national grid systems.

Key Factors Driving Winter Energy Costs

Power sector analysts highlight multiple structural and seasonal challenges contributing to the impending cost escalation:

  • Hydel Generation Decline: Dropping water levels in major reservoirs during winter drastically reduce low-cost hydel power output, forcing grid operators to rely heavily on expensive thermal generation.

  • Domestic Gas Supply Bottlenecks: Local natural gas supplies remain insufficient to meet domestic heating demand in winter, curtailing gas supply to efficient power plants and necessitating high-cost imported LNG and oil usage.

  • Global Market Pressure: Soaring international energy prices directly impact fuel import bills, which are subsequently passed on to end-consumers via monthly FPA mechanisms.

Power Division sources noted that while load management strategies were previously deployed to cushion consumers, surging international fuel costs leave limited space to absorb generation price shocks.
