Pakistan Increases Bank Cash Transaction Reporting Limit to PKR 3 Million
ISLAMABAD — October 29, 2026 — Pakistan has officially increased the daily cash transaction reporting threshold for banking institutions from PKR 2 million to PKR 3 million, as part of updated anti-money laundering (AML) regulatory frameworks.
Revised FMU Reporting Thresholds for Banks
Under the revised directive, commercial and scheduled banks operating across Pakistan are now required to report daily cash transactions exceeding PKR 3 million directly to the Financial Monitoring Unit (FMU). Previously, the mandatory reporting threshold was capped at PKR 2 million.
This structural update aims to streamline financial monitoring mechanisms while aligning daily banking compliance with current economic transaction volumes.
Provincial Anti-Corruption Empowerment and SOP Compliance
In a major legislative alignment, federal and provincial authorities have agreed in principle to empower provincial Anti-Corruption Establishments (ACEs) with enhanced AML investigation capabilities:
-
SOP Framework: The delegation of anti-money laundering powers to provincial anti-corruption agencies remains contingent upon the finalization and strict completion of standard operating procedures (SOPs).
-
Institutional Coordination: The initiative seeks to strengthen provincial-level enforcement against illegal financial transfers and public sector corruption.
National Executive Committee Integrates Virtual Assets into AML Regulatory Framework
To counter emerging financial crimes, the National Executive Committee (NEC) has formally decided to integrate virtual and digital assets into the national anti-money laundering regulatory architecture.
According to official sources, full legislative and operational powers under the Anti-Money Laundering Act have been officially granted to the Virtual Assets Regulatory Authority (VARA), ensuring comprehensive oversight over digital asset exchanges, cryptocurrency transactions, and virtual financial service providers across the country.
